From 1985 to 1988 Kirchner studied economics at the University of Cologne and then to 1994, computer science, medicine and economics at the universities of Copenhagen and Bonn. He was with his dissertation on Hierarchical Q-Learning in Complex Robot Control Problem on the 1999 GMD Research Information Technology PhD in Sankt Augustin. In September 2001, Frank Kirchner was elected Assistant Professor of Robotics at the Northeastern University (Boston) called. In 2002 he accepted a call to a robotics - Chair of the University of Bremen .

Frank Kirchner is since 2005 Head of the research group and robotics since 2008 location spokesman for the German Research Center for Artificial Intelligence, Bremen.
